State Emergency Management Procedures (State EM Procedures) are developed when a procedural activity needs to be explained through a step by step process, allowing Emergency Management Agencies and personnel to complete tasks in compliance with State Emergency Management Policy.

For ease of referencing throughout the suite of State EM documents, individual State EM Procedures are referenced as:
• State EM Prevention and Mitigation Procedure
• State EM Preparedness Procedure
• State EM Response Procedure
• State EM Recovery Procedure
These are all found within the State EM Procedure.
